Cognizant — unable to process your offer

Hi i m an ex employee of the cts and i have left from cts 18th aug 2017. I have attended the interview in cts sep 29th and i got email for interview status as select oct1st week. But i checked with hr to the status for my offer. He replied me that we are unable to process your offer as per cts policy. Kindly let me know any one please what is the policy for cts to rehire the ex employee.
