a letter — letter not delivered

I booked a letter by speed post on 25.03 .2010 vide receipt number EE[protected]IN for Citizenship and immigration Canada, Federal Skilled Worker ,Centralized Intake Unit, P.O.Box 7500, Sydney, NS B1P0A9,CANADA but the same has not been delivered till 7th April 2010. It is a very important letter and I expected it to reach(as I was told by the booking clerk)within 10 days but 15 days have already been passed.I spent a huge amount because of an urgency,otherwise i would have sent it by ordinary post or by registered post at the most and it might have reached by now..........Sender , sham lal Gupta,1895/ 22B,Chandigarh(U.T) Phone :[protected].
