anarun-vsnl — cant receive call n dont solve my complain

hi,
i pay 4200 rs. for year to anarun-vsnl internet service providers , one moth ago i have problem in my net i call customer care every day in month and they solve my problem after 35 days , i take this net before 2 month ,so in two month i use internet only 1 month , so i want my money back , i give money to mr.Taran (his mobile num is [protected]) he works in anarun-vsnl internet service surats office. he dont give me bill, and now getting bill when i call him he cant receive my calls n this compnis custemor care also cant receive calls
