Staff handling e-ticket refunds in Northern Railway, Delhi is in the habit of holding refunds. They sleep on files for months together and then come out with some or the other excuse for not giving the 100% refund. Yours is not the only the case. These people look for loop holes and mistakes in filing TDRs by passengers and IRCTC and are least bothered about sufferings by passengers while cancelling the journey.

I am also having same kind of complaint I filed TDR in Jan 09. But yet I have not received my refund amount. I called so many times on railway customer care, also wrote email to the concerned department but nothingb has happend.
