Flat association — mandate of Bylaws to pay 0.5% of sale amount

I had bought a flat in Mirjalaguda, Hyderabad. Its 10 years old flat. After I positioned in the flat the flat association is asking to pay 0.5 percent as fund and claiming that earlier occupants also paid the same of 0.5% for which they bought the flat.

Will there be a mandate of Bylaws to pay this amount.

There are no extra facilities like generator or play ground or even recreation room. it’s not either a gated community to which we oblige to pay the amount to corpus for betterment of facilities.

They claim that the amount I pay will go to the corpus fund of the building.

I am only concern why a new occupant should pay rather they the existing occupants who were staying and using the facilities does not have any mandate to pay and while the person who just joined the flats have to pay the amount. It is by law.
I am interested to know and want to bring such indecent acts and enforcements in out flat on the new occupants.
