Sub: This is the right time to stop this wrongful activity before it is too late.

I am a resident of Vikaspuri and have been living in New Delhi since 1980, last 30 years. I have seen lots o[censored]ps and down in Delhi and lots of turmoils as well as lots and lots of blame games which were played whenever something in the government machinery went wrong. Now it has come to my notice that after the passing of the Master Plan 2021 of Delhi, the Builders and the Government officials (maybe along with the involvement of how many senior persons I don’t know!!) have come up with a new method of making illegal plans into legal by using some tongue twisting words!!!!

Now all new drawings for construction have to have parking space in the drawing of new houses. Normally this has to be in the basements – this provision is good as well as required. But the builders make the parking on the ground floor – may be the cost of making a basement is high. Next the floor above that, which is actually the first floor is renamed as Ground Floor (or upper Ground floor) and then they make another three floors on top of that – First, Second and third (which actually are Second, Third and fourth floors). Thus these new houses are five stories high. And they claim that they are legal as the drawings for such constructions have been approved by MCD Officials.

Now, I have a very simple question for the Government officials and ministers, MPs MLAs and all senior officials in the Government Machinery --- How can you have a Ground Floor Eight or nine ft above the Ground level and at the level of the First Floor of the already existing house adjacent to the new construction??? Will some one please Clarify!!!!

If this is wrong, I, as a citizen of Delhi request you all in high posts to stop this wrongful activity immediately as it is in the very early stages in Vikaspuri, before it is too late and this colony also takes a look like old Rajender Nagar, where there is no height limit!!!! This would result in more water, sewer and power crises which, as it is has taken a major crises situation because of the extra floor in each new construction.

Another point I would like to bring to the notice of the Government officials is that all these five stories are being constructed in inner lanes of Vikaspuri on plots of 125 and 200 yards with a coverage of approx. 95 to 100 percent but they at least have parking on ground floor. But what about the houses on main roads. There the builders are making basement and Ground floor as commercial and three residential floors above with no parking facility for commercial and residential establishment. Thus causing huge traffic jams on the roads as every one has to use the main road as a parking lot!! Now who all are responsible for such critical situations after the passing of the Master Plan???
To strengthen my point I am providing some examples here of constructions already done and some constructions underway, also examples of commercial establishment.

One is No A-263, in Vikaspuri – on a 200 yds plot where there is parking on ground floor and four floors above that, the building is clearly visible from far off as it stands out much taller than the houses adjacent to it. It has already been occupied.

Next is a building under construction in the same area, No. A-356, Vikaspuri, in a plot area of 125 sq yards with full coverage, where four lanterns have already been made and pillars are being constructed for the fifth one. It also has ground as parking and four residential floors on top of that which will make it a five floor structure. There is a correction here – five lanterns have already been put and pillars on top of the fifth lantern are being erected which are visible from the front of the building, so is the builder preparing for the sixth floor –wheather half floor or full, it will be the sixth floor!!! I suppose that too would be legal??

Another new construction in front of the above building is A-333, Vikaspuri, in a plot area of 125 yards, with full coverage. Ground floor lantern has been put and plans are to construct another four floors on top of that. This too will be a five story building or may be six!!!

Now for commercial establishments – we have on the main Vikaspuri rd Bldg No A-39 Vikaspuri constructed on 250 yards plot and buildings adjacent on both sides which are under construction which have ground and basements as commercial and no facility either for commercial establishments or for residential floors on top. In the same line you can find another four or five new constructions underway with the same kind of plans of ground and basement for commercial use and no provision for parking, will someone kindly take note and take appropriate action!!
That road is already a bottleneck of traffic, what will happen after the whole road has these kinds of structures with no parking. The best method would be to stop it in the initial stages and provide for parking in the basements while it can be done, later the whole situation will get out of control of every one, and a new blame game will begin.

Will the Government please wake up and stop all these wrongful activities before it is too late? To strengthen my point further I have provided above some of the irregular constructions already done as well as those under construction with ground floor as parking plus four more floors on top of that and the commercial establishments made and under construction with no parking provisions on the main road causing traffic problems. If you require the full details your senior officials can visit local property dealers and they can give you full details of all new constructions in the locality as well as the asking rate for each floor.

Another thing I had heard was that one of the Ministers in the Government had said in the media that they were planning to deploy satellites to watch for and check illegal constructions. For this they were planning to spend carors of rupees!! If the Government is really serious about this (agar neeyat hai to) I have a very simple plan for this.

The Government can ask the beat constable of each locality to report such irregularities in his area and he would be rewarded Rs. 100/- for each irregularity reported. This may not work in the beginning – so after a week the Government can make another public announcement saying anyone can report this irregularity through an SMS and for every new irregularity reported the person would be rewarded Rs. 500/-. Now this reward, the Government need not give from its own treasury, instead, it can be deducted from the personal salaries of the officials (beat constables, civil engineers, MCD officials etc.) in charge of the area where the irregularity has been reported. And you shall see that within a month all the officers in charge of the area will start reporting the irregularities under their area – to save their own salaries. It is as simple as that. But as I have said earlier “niyat honi chahiye, kam to sab ho sakte hain” and you don’t have to deploy the satellites and spend thousands of carores on this project.!!!!

Now I will end this letter and request the concerned officials in MCD, the Govt and all responsible in these fields, to kindly check these illegal constructions and take strict actions against the concerned builder5s and officials responsible for such wrongful constructions and try to make the city really beautiful and livable. Pleeeeeeeeese someone take some action.

MCD — Huge traffic at bad structure road

Sir,
Most humbly I am residence of New Prem Nagar, near lodhi road. In 2010 when CWG are held then Govt. Made a underpass at prem Nagar. But it is very bad thing that engineeres gives a very bad structure to it. If your employs check it on the site then they find whats the matter.
Sir my humble request is that please take neccesary action as fast as possible.
