Not Receive Rto Book — LATE TO DELIVERY

I had speed posted a documentry file from Sangrur head post office to Knowledge-Divine Information Technology Private Limited, I-Space 1st Floor, B- Wing, 1 A, S. No/ 51, Village Bavdhan Khurd, Near Mahindra First Choice Showroom ,Pune- 411021, Phone:[protected] on dated 19/08/2010 with speed post no.EP[protected] IN. It has delivered to recepients address on dated 26/08/2010. But officialy the time required to deliver a speed post is 72 hrs. And as i mentioned above it has taken nearly 7 days to deliver at the adress.
So, i have giving the complaint subjected that "Why it has taken that much of time?"
