As this is the service do u give to such courier services and put the public in the dutch.do u think public are toy's, we dont have anywork,

I applied for a PAN card.a few days ago i received a text message that my PAN card no i BESPB0364M (name-parimal kumar bala, DOB-01/05/1982)and the card has been despached on 8/7/11.but still i have no t received the same.what should i do?
