panchshil — bubbles on walls

I have purchased 3 bhk flat at parc valencia, s.no. 79/2, mundhwa, in 2006.
presently the big bubbles are appearing on the walls of hall, kitchen and store room &master bedroom.
one view a consultant is the terrage water outlet of the building is dumpness & having leackage somewhere which affects water passes to the internal flats, & he further complaint that is a serious problem or else will affect the lift room walls and electrical short circuit may be possible.
request to kindly look in the matter asap
