Passport — not receive passport

My File No.BOM/A038882/08 dt.[protected]. Almost one year has past, but stil I have not received my passport. All the formalities are completed including police enquiries. Police -reports were also despatced. Visited Passport-Office several times and all the times I have submitted fresh PP forms with requisite copies of the documents, but the same has not been forwarded to the CID Office. Please look into the matter, where PP forms are going? and why my passport is being held-up and for what reason? When all my family-members passports were issued whose applications were submitted on the same date. Details of my family-members passports are as under:
