Passport — harrasment caused by the police verification report

Sir. I am a law abiding citizen of India have all the documents ration card ,voter Id card, adhar card,electricity bill,corporation tax bill,bank statement,school certificate,graduation mark sheet,admit card,
After having all the documents it is becoming very harassing to get the passport,because we have not paid the bribe to the officer who just have the power to write any thing they like,
On the other side people who pay bribe get It easily.
