Passport — passport with wrong name and

apply for passport in may 2011 and fill all information correctly by myself but when my passport come it was with wrong name
same thing happened when my elder brother applied.

1->you don't believe when i went to submit the form at padrauna,kushinagar passport office than they took 500 rupee to only to submit the form and when i refused to give they said we dont submit your form.as per my requirement i have to give 500

2-> when passport verification came to my house some from padrauna, kushinagar LIO office took 2000 rupees. talk rudely as he is the boss of city
i gave that money too.

3-> when police verification cam to my house they took 1500 and that dirty fellow police constable

total cost 30(form)+1000 (resistration fee)+ risvat=500(passport office)+2000(lio office)+1500(police verification)===5030 rupee====passport with wrong name

i dont know how much again i have to paid
