I am an ATM-cum-Debit Card holder [Nos.[protected] and[protected]Add-on Card)] against S/B Account No.[protected] with Punjab National Bank, Salt Lake, Sector-V, Kolkata-700091 branch. At the time of issuing the above card, the bank informed that “There is no annual fee for your card”. But on 14.02.09, bank has deducted Rs 200/- as annual fee for the Debit Cards.
When I mailed the concerned auothority (The Chief ATM/Debit Cards, Punjab National Bank, HO: 5, Sansad Marg, New Delhi 110001) regarding this annual fee they promptly informed me through mail :
“Keeping in view to provide hassle free services, expansion of ATM network and pacing with the advance technology the Bank levied an annual charge of Rs100/- w.e.f .01.02.2008, which is nominal as compared to charges being levied by other Banks.”
Later on, I came to know that the bank has not imposed any annual charge against use of ATM-cum-Debit card to some of my colleagues and in some cases they have refunded the deducted annual fee for use of ATM-cum-Debit Card. When I mailed them regarding this partiality, even after reminder, they are surprisingly silent.
Now my question is :
Why my deducted money cannot be refunded like others?

i wanted to get Rs.10, 000 from UNITED BANK OF INDIA ATM on 14th september 2009, but it did not paid me the money instead it debitted the same amount from my account.
