Public Transport — mismanaged ac coach

My nephew is travelling between Hubali-Gwalior just now (10.30 am 28 Dec 2011) and his details are as under;
Name-Neelesh Karkare
Train number-17305
Coach-Second AC
Birth number-23
PNR number-[protected]
TTE-Sharad Medhe, badge number 251

He tried to complaint to the TTE that;
1-mobile charger is not working
2-Sweeping/cleaning is not done for quite some time
3-Fresheners are not renewed as such there is a foul smell in the compartment
4-Outside vendors keep coming in the AC coach

But TTE did not give any positive response and rudely replied that you may lodge a complaint on e-mail.
