[Resolved]  Ravinder Chaudhary MCD Chairman Illegal Activities Central Zone Ward — Illegal Activities of Ravinder Choudhary Kotla Councillor and MCD Chairman Central Zone Ward

This is to bring to your notice sir that no action till date has been taken on this complaint. I would be very grateful to you if you could please help us out. Dear Sirs
This is to report that Mr Ravinder Chaudhary who is also the BJP councillor from Kotla Delhi and is the Chairman of the Central Zone Ward MCD is running various businesses and has given various illegal floors on rent from which he has lacs of rupees as income every month. This great public figure is also making huge amount of money in all the contracts awarded in his area.
Please check his details as to how much money is he cheating the country by not paying the Income Tax, Service Tax on Rental Income & Property Tax which he should pay to MCD every year and is not paying showing all his buildings as residences and escaping by paying miniscule amounts. This is a serious matter and we have also filed an RTI for the same. Please help us sir and investigate the matter seriously as this man is running a lot of illegal activities in the area and needs to be stopped.

This is to bring to your notice the encroachment on public land by the local councillor from Kotla Mubarkpur who is also the Chairman of the MCD Central Zone Ward. He has encroached on the public land and is using this to sell building material next to the Mother Diary booth in South Ex Part I near his office in H 60 NDSE Part I. This man is on a rampage as far as corruption and illegal activities are concerned. Please stop him. Also please see the points below. His office in the basement of the building H 60 NDSE Part I is also illegal as the basements are only for the purpose of storage. Interestingly all the basements of the area have been sealed of except this one i.e. H60 NDSE PART I and one in E 78 NDSE Part I New Delhi 110049 where he is running illegal cabins which he has rented out for commercial usage.
Councillor saheb thinks he is the owner of the public land in South Ex Part I . He has encroached on the land next to the Mother Diary. Here he has made a shop to sell cement and Badarpur. MCD knows about this. What is the arrangement ? DC Vikas Anand are you listening ? Why are you looking the other way when one of your own in involved sir ? What is the property tax he is paying to the MCD for commercial illegal usage of the illegal third and fourth floors in various buildings like E 72, H58 , H59 H68 H60 NDSE Part I , New Delhi 110049 which he is using for running illegal paying guests. Also please check his service tax details too as he is taking rent to the tune of lacs of rupees from these floors. Please take action sir. This mail has been sent to the monitoring committee too so that they can take action on this man for encroachment and illegal commercial usage. Mr Ranjan Mukherjee OSD to Lt. Governor has assured us action on this man.
I am also forwarding the matter to Police and Vigilance too.
Below are some interesting facts about our great leader Ravinder Chaudhary , Esteemed Councillor from Kotla and Chairman Central Zone Ward. You will be shocked to read them :

1. Mr Ravinder is a MCD councillor and Chairman of the MCD Central Zone Ward. MCD is his personal property, that is what he thinks. His office in the basement of H 60 NDSE Part I , New Delhi 110049 is illegal and flouts all norms.
2. On the top floors of the building H 60 he runs Paying Guests from the second and third floors of this building in NDSE part i , New Delhi 110049. The part fourth floor has kitchen and bathrooms. The building received sealing and vacation notice on 14.01.2011 but is mysteriously open and operating illegal commercial activities.
3. The buildings which this man Ravinder claims to be his H 58 and H 59 NDSE Part I , New Delhi, Have long been sold in parts by this man to gullible people. Now after this cheat had sold all the floors and shops except the illegal fourth and fifth floors, he got the buildings sealed. But interestingly his floors on the top floor which are illegal are still open and still operating paying guests illegally.
4. This man Ravinder with the help of some young MCD correspondents gave false news that his buildings have been sealed to get sympathy of people. I challenge this cheat to come to the MCD commissioner’s office and I will show him the mirror.
5. The buildings H68 NDSE Part I was sealed because o[censored]nauthorized construction and misuse. But interestingly the top third and fourth floor of this buildings have not been sealed. Why ? Because again Ravinder is running a Paying Guest from this floor. MCD did not seal this too.
6. On 21.01.2011 our building E-72 NDSE Part I , New Delhi 110049 was sealed because o[censored]nauthorized construction on the third and fourth floor. Interestingly the third and fourth floors which are illegal were not sealed but the lower floors which are legal were sealed.
7. In this very building E 72 NDSE Part I , this man keeps on running an illegal Paying Guest with the knowledge of MCD. I ask the Commissioner and DC Central Zone Vikas Anand that what sort of joke is this.
8. E 77 and H60 NDSE PART I , were given notices for sealing and vacation on the 14.01.2011. Surprisingly Ravinder interfered and got the sealing and vacation stopped. Very nice guy this man. Wow. A real social worker. I challenge the Commissioner and DC to check the records of these two buildings and see why the sealing and vacation was stopped and what reasons given
9. This man is running illegal Paying Guests from illegal floors in various buildings in NDSE Part I . He is taking rent in the tune of Lacs of rupees from these . I want to know what is the income tax he is paying and if he is paying Service tax on the rent he gets. I have already complained to the income tax and service tax department regarding this. Also I have complained to the MCD to check his licence to run Paying Guests. Does he have the permissions and clearance to run these illegal joints. grievances.[protected]@nic.in member.[protected]@incometaxindia.gov.in Please look into the matter sir. You will find a treasure of frauds here.
10. This man has various cars and properties. We have filed and RTI with the Income Tax department of India to know the source of his income and how he is managing these.

It has been two months since I am running from pillar to post without any results. I know there are procedural delays and all but then why do these government departments act like this on the behest of some corrupt persons. It is a shame that in this so called democratic country the common man is still the last one to get justice. This man Ravinder is a perpetual offender and has been doing this repeatedly. We were quiet and used to see the TAMASHA as long as it was not affecting us like most people do. Now we feel that how the other people must have felt when this man was troubling them. We were quiet spectators then and never raised our voice then. But now we realize that if you remain quiet and remain a spectator of injustice it is sooner than later that the offenders will catch up with us. This is what has happened and now we are the ones on the receiving end.
The laughable part is that the illegal floors i.e. the third and the partial fourth floors of our building and the other buildings sealed under similar circumstances i.e. the H58 , H59, H68 and basement of H60 being illegally used as Office of this Councillor. In all these buildings i.e. E 72, H58 M H59 & H 68 , Ravinder owns the top floors i.e. the illegal portions because of which the buildings were sealed. In all these cased the lower portions which are legal have been sealed and the third floor and the fourth floor which were illegal have been left untouched. These floors are operating Paying Guests and other illegal activities. The buildings have been sealed for unauthorized construction and not misuse so how come have been these floors in these buildings spared? Just because they belong to the Chairman of the Central Zone Ward Ravinder Chaudhary ? He is a known shady element and is hated all around. Now we have given the facts to you sir, though the whole of MCD staff in the Central knows about this but are silent for reasons best known to them only.
I know sir you are busy and do not have lot of time but it is a must to stop this man and give us relief. It is a matter of livelihood as we and our families suffer and he makes frolics.
Looking forward to prompt action from Central Zone MCD officials. Justice delayed is as good as justice denied. Hope good sense prevails. The BJP has also assured of action against this man.
No action has been taken so far on the councilor Mr Ravinder Chaudhary. If this was a case concerning some common man the MCD would have already taken up the matter but since this is a case where one of their own is involved, no action till date has been taken even after the intervention of the LG office by Mr Ranjan Mukherjee who has been kind enough to tell the concerned authorities to take necessary action and set the things right. Please help us sir.
This is a humble plea from helpless citizens of this so called democratic country. Sir we are the joint owners of different floors of the building E-72 NDSE Part I , New Delhi 110049. We have a grievance which we would like to bring to your notice sir and hope you will help us in whatever best way you can . Our building plans were sanctioned ref plan No 251/NDZ/12993 dated 14.07.1993. Mr K C Dhawan, owner of the second floor of our building sold the terrace rights to Mr Ravinder Dhawan and his brothers on 25.04.2001. Mr Ravinder has constructed third and part fourth floors without any sanction from the MCD and due to this our FAR has gone beyond 350 %. If the lower portions of the building are penalized and blackmailed for the errands on the top floor then this is a mockery of justice. The illegal floors and mobile antennae due to which the entire episode is occurring are still open and operating an illegal Paying Guest from these floors. We have been sealed for no fault of ours as we were always and still are prepared to pay the compounding charges or remove any deviations which are beyond allowed under MPD 2021.
Sir our livelihood is stopped and we are left to run around. Please help us sir.Sir our properties have been sealed because of the alleged unauthorized construction. We got notice from the MCD that the FAR of our building which is on a plot lesser than 175 sq meters is more than 350. The reason for this was stated that the third and fourth floors on our building are illegal and need to be demolished. These floors belong to Mr Ravinder Chaudhary who is also the local MCD Councilor. He categorically refused to take any corrective measure that is to demolish the illegal structures and so the building was sealed on[protected]. This is a prayer from the owners of the basement, ground, first & Second Floors of the building E-72 South Extension Part I , New Delhi -110049. We had filed for reopening of the regularization file no 121/UCR/B/CZ/2010 DATED 12.04.2010 OF E-72 NDSE – I, NEW DELHI 110049. We had also undertaken to remove any unauthorized portion as per MPD 2021. Why have you taken no action on this application and why have you not de-sealed our premises.
Now comes the interesting part sir. The illegal portion of the building i.e. the third and fourth floor were not sealed. They are still open and are running a paying guest. To add to this the same Mr Ravinder Chaudhary has a Antennae installed on the top of the third floor which is also illegal. This gentleman is harassing us and troubling us all the time. Please help us sir. We plead to you to get our property de-sealed as we are ready to abide by the MPD 2021 and if we have any compoundable fee to be paid to MCD we will pay that too.
Sir we are law abiding citizens of this country and expect you to take
corrective measures.
I would like to raise a few questions:
1. If the building was sealed under unauthorized construction, why were the third and fourth floor not sealed. Please give me a reason for this.
2. Why did you not , in spite of our repeated requests regularize our buildings floor wise ?
3. What arrangements does MCD have with Ravinder Chaudhary ? Is he running the show?
4. Under the notice dated 20.01.2011 no. 2646/B/Seal/EE(Bldg)/Cent.Zone/2011 when you show that whole building is sealed, how do you allow Ravinder Chaudhry owned floors i.e. the third and fourth floors to function. I have proof of this so do not deny. The electricity meters for these floors are functioning and for reasons best known to you they are still open.
5. Because of the illegal floors in the building, you seal the legal portion and then penalize us? Give me the reason
The mail has been forwarded to many esteemed officials so that at least one of you responds to our prayer. We the owners of Basement, Ground Floor, First Floor are all prepared to regularize the building but this will not be possible till you take corrective measures against the third and fourth floor. We are ready to pay compounding charges to the MCD for regularizing the extra coverage. Also note that buildings numbers E-72, H-68, H58 & H-59 were sealed by the MCD for unauthorized construction. The most appalling fact is that in all these buildings the illegal portion is the Third and Fourth Floor.Also the cellular mobile antennae are installed in all the four buildings terrace. In all these cases the entire buildings except the floors which are illegal i.e. the third and the fourth floor were not sealed. These floors belong to Mr Ravinder Chaudhary who is the local councilor from Kotla Mubarkpur. If the buildings were sealed for unauthorized constructions then why were the floors belonging to Mr Ravinder Chaudhary not sealed. Please give me a reason for this sir. He is running illegal cabins in the H60 NDSE basement also. All this is known to MCD
We the law abiding citizens are made to suffer and this man who is breaking the law is a free bird and is misusing the buildings. In all the four cases the third and fourth floors are being used as Paying Guests and all the four floors have illegal cellular antennas installed on the roof. Please give us one reason for this sir. We are living in a civil society and Jungle Raj cannot be allowed.
We have regularly met and registered complaints with the MCD commissioner, Dy Commissioner Central Zone, AE Central Zone , EE Central Zone and to various offices like those of Lt Governor, Mayor Prime Minister, Chief Minister Delhi, Lokayukta etc. but to no respite. This man Ravinder Chaudhary seems to have deep rooted connections and our pleas are falling on deaf ears.
Please help us sir and free us from the clutches of this man.

Subject : Illegal Encroachments in UNESCO Apartments, 55, I. P. Extension, Delhi-92.


Dear Sir,
I would like to keep in your kind notice that some of our flat owners have extended their galleries to convert into a room on hanging CANTI- LEVERS, which is not only illegal, but also may cause a big accident during a small earth-quake.

These galleries are hanging in to the air and may cause a media head lines in near future and hundreds of innocent residents may lost their life.

Mostly, flat owners have encroached 4’X15’X2=120 square feet of entrance gallery area, which is just hanging on CANTI LEVERS and it may collapse at any point of time during a light earth-quake, because its about 25 year old building and its steel rods have been melt inside and its not safe at all. The entire 7 story building may lapse due to this imbalanced / un-structured load.

In this regard, I lodged a complaint on “Grievances Cell” to the WEB SITE of honourable Chief Minister of Delhi vide through our complaint number CMD/PSG/2009/532034 dated 3rd October 2009.

That time, I also contacted Ex MCD Chairman, Mr. Kanwar Sen and requested him to take an action. As a result, I received a call from mobile number [protected] and that gentle man asked me the entire problem and also visited on site…………

………….. But you know, what happened …. ????, he just worm up his pocket with 2 -3 flat owners, whose illegal encroachment was under construction and went off.

Since then, at least 10 more persons have replicated the same work, because this illegal room looks attractive to everyone and they got motivated, due to non-action over those people.

I have also tried to complaint with our Society Management Committee, but I think, they people are also obliged by such persons, so they are keeping them quite.

One of your department’s Engineer is also residing in the society and he has encroached his flat and become the roll model / inspiration source of such persons.

Sir, I am just trying to aware you timely please demolish these type of illegal constructions immediately, otherwise, no body knows that how much innocents will lost their life a day.

Being a resident of this society, I am really worried that who will stop this and will protect other’s life.

May I request you to kindly send a group of your “Honest Officers” to visit on spot and issue necessary instructions to demolish these type of illegal constructions.
