I am a senior citizen [Ex- Asst. Director, CDRI, (a Govt. India organization, Lucknow]. On 13 June 2007, I applied for TATKAL passport (1-7 days scheme) at Regional Passport Office (RPO), Lucknow, as I have to leave for Germany to attend on invitation an Indo-German workshop/conference on Cancer to be held from 12th to 14th July 2007 at Heidelberg, Germany.
As per the TATKAL (1-7days) scheme the passport should have been issued to me in 7 days, that is, by 20th June 2007. But the passport was issued to me on 04 August 2007, that is, after 51 days from the date of my application, and thus preventing me from going to Germany to project our country’s scientific achievements in the area of new drug development for the treatment of cancer. This is inspite of my request in person at RPO Lucknow on 02 July 2007 and repeatedly by emails/faxes to RPO Lucknow and to Joint Secretary (PV) & Chief Passport Officer, Ministry of External Affairs, New Delhi. These offices did not show even the decency of replying my mails/faxes.
There was also a major flaw in the passport issued to me; it shows my name wrongly as Puvvada Ramachandra Murthy. My name is Puvvada Sri Ramachandra Murthy as clearly and legibly given by me in the passport application (and supported by my birth certificate). After seeing this erroneous entry in ‘Status Enquiry’ window of RPO's website, I sent a FAX on 19 June 2007 requesting correction. But no attempt was made by RPO to correct it.
Secondly, on 05 July 2007, RPO's online ‘Status Enquiry’ window showed that my: ‘Passport has been despatched by post on[protected] vide postal Registration Number D844377’ (I have a screen shot of this as proof). But THIS IS NOT TRUE. The passport was actually dispatched on 03 August 2007 by Speed Post (vide barcode: EU[protected] vide SPA No. D682328 (I can produce the envelop as proof for this).
Now, at the minimum:
1. I request RPO to enter my name correctly in the passport. RPO should inform me by email a convenient date (and time) on which I can submit the passport for the correction and the date by which it will be returned to me.
2. Since the passport in the TATKAL scheme was issued to me NOT within 7 days but only after 51 days, thus defeating the very purpose and importance of the TATKAL scheme, I request RPO to refund me Rs.1500/- paid by me as TATKAL (1-7 days) fees.
3. Since delayed issue of the passport has caused inconvenience to me and prevented me from performing my duty towards my Country, the passport office should pay me compensation for the damage caused by its negligence/indifferent attitude/dereliction of duty.
