Reliance Communications — charged while calling to orissa smart card from unlimited reliance post paid number from bangalore

Myself Jateen Kumar Mahapatra working in Bangalore. I have a unlimited Reliance to Reliance std pack free post paid plan (it includes local number and any other Reliance gsm). I was not been informed or was not been educated or was not given any written intimation that the smart card which is also under reliance group will be charged while calling to those numbers. I want a clarification regarding the smart phone. are there any other source or number by which we can call to the Reliance number which will make it free. It is disgusting that the calling to smart card in Bihar and Madhyapradesh is free but while calling to Orissa smart card it we have to pay .why there is hypocrisy. If there is a business concern it should be for entire county why a partiality with the other states. If you are taking the credit of being the second best cellular provider in Orissa then why a discrimination for Orissa people...?
