When we talk about united India then why there are different rules for vehicles in India in different states.
I found weird rules in Gujarat.
I was traveling from Rajasthan to Maharashtra via Gujarat 0n 28th Feb, 2016. (This happened twice with me)
The RTO officer stopped me and asked for documents :-
1. License
2. Insurance
3. PUC
4. Registration certificate
All documents were produced by me but he was not satisfied.
Then he raised a point that you cannot fit rooftop carrier on pvt. vehicle. I asked him why then he showed me the registration documents and said your documents say saloon body. But taxi can fit rooftop carrier.
This is weird where the common man traveling with family will go with luggage. I asked him the how to avail permission from RTO to get rooftop carrier. He said RTO will give. RTO says don't require permission.
Second point he raised that there is no yellow strip on your headlight. Strange I don't know about it. Is it important or compulsory ? He is not giving any explanation. The headlight are company fitted according to RTO India rules then why need to make changes in headlight ?
When I asked him question then he got angry and said that Gujarat RTO is the highest in following RTO rules and alos highes in collecting fine from people. Now this makes me laugh like anything.
I myself saw in Gujarat the following situations:-
1. public transport vehicles are like auto, van, temp, trucks etc overloaded like anything and RTO officers watching
2. People are hanging on edge of vehicles and RTO officers watching
3. Every 3/4 motor vehicle is loaded with 3 to 4 people.
4. No traffic sense
5. No discipline
6. No one following traffic signals.
THEY DO NOT CARE ABOUT SAFTEY RULES BUT TARGET OUT STATION VEHICLES WITH WEIRD RULES.
At-last there I have to pay 500 bribe to get out as I had old and sick parents with me and cant keep them waiting.
I had earlier respect for Gujarat looking at our Prime Minister Modi and the way he works.
Whereas in Maharashtra/ Rajasthan I havent seen these nonsense. Cops fine people for not producing license, puc, registration certificate, discipline and for saftey which is must. But never came across such horrible experiences.
I think he should hire a taxi and
