Connect Broadband — Asking additional money for installation of connaction

This is Kanwarjit Singh from Zira(Ferozpur). I had requested local distributor for installation of new connection. He visited my office to check for feasibility, and said that connection can be given there, and that Mr. Bhandari (some technition) will come and install it. Mr. Bhandari came after 2 days, and told me that feasibility is there, however, he will install connection only if I pay extra Rs 2000 to him. Why are such people still prevailing in society?
