Delhi Development Authority [DDA] — incorrect bill

Sir.
A flat allotted me by dda. The flat is vacant from that time. No use of water in my flat, but bill send by your office. I have intimate to your office at that time. The house is vacant and no one stay there.
I request you, please rectify the bill as delhi govt guide line.
