Delhi Development Authority (DDA) — Non refund of DDA housing scheme money

I had apllied for the DDA housing scheme 2014 as on 01/09/2014 through Kotak Mahindra Bank gateway. Payment of Rs. 100172.47 was made and the transaction ID was 8528228. The Challan number of application is 7501079. I did not got any allotment in the scheme. The amount has not been refunded till date.
