Delhi Development Authority [DDA] — online consumer registration for water bill payment

Dear Sir/Madam: I am out of country and need to pay my waterbill online. Unfortunately I donot have access to physical hard copy of bill to get consumer Id. How can I register online? Is it possible to get email copy of my bill. I would appreciate your help.
