Delhi Development Authority [DDA] — unreasonably high water bill from djb

Address: Dwarka sector 14, New Delhi, Delhi, 110075

Djb has never send me any bill and when we contacted them for a new meter connection, they are showing about rs. 45000 pending bill most of which is penalty which is absurd.
How can i pay the bill when you dont send it to me?
Even now, they dont send the bill and are continuing to pile up the penalty and they say they will not install the meter until we pay this bill.
Please help us.
