I, pawan gupta, purchased a lig flat number 43, ground floor, pocket gh3, sector 28 rohini, from the original allottee nikhil batra, in 2013. Since the area is still lacking some of the basic facilities necessary of habitation, the flat is still unoccupied and vacant ever since its allotment. However a latest water bill for consumer category - residential/lig/vacant, amounting to rs. 9326/- bill dated - 14th feb 2019, has since been received from dda.
Since this flat is still unoccupied from the date of purchase, i was neither aware nor been informed about the installation of water connection, subsequent supply of water and water bills being issued. I came to know about all these when i visited the flat in jan’2019 to see the development in the locality and found that a water bill dated 7th dec’2018 (Issued by dda) hanging on front door of my flat. When i enquired about the charges in the bill, i found that a significant portion of charges relates to penalties for non-payment of charges.
Since i have not used even a single drop of water, i should not be charged for any amount on account of this. But if it is mandatory to pay service charge, then my present bill (As attached) need to be revised to service charge only (And all penalties in the latest bill should be waived off).
