Downtown Mall, Lakdi Ka Pul. — parking tickets from students

According to the new rule of the government, the malls should not be a charging any parking charges if we are rendering its services. Downtown mall is such a mall where on each floor there are 7/8 institutions and approximately more than 200 students come everyday. The institutions pay their rent, we students we pay our heavy tuition fee then why against the law are they taking 15rs from every student. We come at least 4 days a week. That is 300*15= 4500 this is minimum they earn everyday. They are frauding the government as well as students.
