ESIC — ESIC is refusing IVF treatment

I was referred by ESI Hospital, Ernakulum North to Lakshmi Hospital, Ernakulam for IVF treatment (treatment for infertility). I was treated for the last 3 months and now Laskhmi Hospital is saying that ESIC asked them to stop the treatment for ESIC clients. I contacted Medical Superintendent, Ernakulam North ESI Hospital and she is saying this is as per the order from New Delhi, we cannot do anything and IVF is not a treatment so, ESIC cannot cover it. Every month, we are forced to pay ESI contribution from our salary.In their website, they are saying that their aim is to provided extensive and comprehensive treatment for insured person but now they are denying treatment for me. Can you do anything?

As per citizen charter of esi revised addition aug 2012 page no 13 clearly mention that esi corporation is providing artificial reproduction and ivf treatment facilities.
