EWS — unable to apply for ews certificate

Dear Sir/Mam
I am unable to apply for EWS Certificate. I am resident o[censored]ttar Pradesh .
I have been contacted many Common Service Center And also visited Tehsil bur they are refusing to make EWS Certificate.
I am a student and i have need of this certificate for admission .
So please reply me and suggest me what should i do.

Also i have to apply for Central Government so that it should be valid at central level.
