Ex-Servicemen Contributory Health Scheme [Echs] — I'm writing this complaint regarding the online application for ECHS smart card.

I am jagdish, a retired army officer. Three months back, I applied for the ECHS card and haven't received any response from the record office yet. I have tried to reach to offices through customer care numbers but no one is answering the calls.. There's a medical emergency in my family.. I need cards on urgent card. Kindly help me out with this.. I am feeling ashamed while saying that those who served the indian army for more than 20 years are not getting medical services, what a common man can expect from govt.
