Expat Properties — No response to the money we invested in property

We have invested in a property with expat properties.. And till the final payment they said the property registration will start.. Its been over 7 years now, and no respomse from their team. The sales man Merwyn Ferrao who made this deal says he is based is Qatar and doesnt know about the progress.. When asked about a refund he said we have to visit the office in Goa.. The office in goa is just a construction shed with no one present..

Can someone assist it this matter of how do we go about refund.
