GE — traffic fine

Shankar mutt circle i have crossed at 10.50pm night, that day i never travelled through shankar mutt circle but i have traffic violation fine for traveling with out helmet, i never travelled at that time how come this violation issued. This is very bad from bangalore traffic police... Not sure what is the job for traffic police generating fake fine report...
