Greendust.com — Product not supply and refund money after deduction 10 %

I have booked a window ac in greeddust site .Rs 17205 i have pay online. After one month he says date i cant delivered the product in mention address. i have requested to refund the money. after one and half month so many followup he refunded money after deduction 10%. i have said i have to penalise u as you are harreshing 1/2 month and later u say i will not able to supply. He graned online to supply within 9 days.
