Haryana Transport Department — Volvo bus breakdown

Volvo bus from Gurgaon to Agra broke down near Hodal toll plaza due to Staring jam on 31st Dec 16. My old age parents were told to go by ordinary bus in freezing cold weather and that too in a full bus. There was no fare refund either.

This is absurd, does the department operate only one bus on this route and is this how alternate arrangements are made?

Updated by rs4rohit I also called the gurgaoj bus stand, they had no clue what to say. They gave me the workshop number.
On calling the workshop, the guy said why did your parents board the ordinary bus? He also said there is only one bus on the route so there is no other alternate.
When we said we would file a complaint, he said go ahead and complaint.
