HDFC Bank — Amount debited from axis bank but cash not received from ATM(HDFC ATM)

I have used ATM(HDFC ATM) to withdraw the amount(RS-10000), the amount was debited from my axis bank but cash did not come out from HDFC ATM, i went to the HDFC and they disregard my concern saying that it was technical issue and nothing can be done about it.
