HDFC Bank — Atm transaction refund

I am an hdfc bank customer with customer id 60366998. I tried to withdraw 1000 rupees from a kotak mahindra bank atm on 1st april 2016. The amount got debited from my account but cash didn't come out.

I called hdfc immediately and they gave me a complaint number 1062785 and told me to wait 7 days for the refund!

I didn't receive the refund after 7 days and i called them again on 8th day. Now they've registered another complaint and asked me to wait another 7 days saying that they haven't received even a tentative refund date from kotak, and that they can't refund the money until kotak refunds it to them.

I asked them who was following up with kotak for the refund and they didn't have an answer. They can't even honor their own commitments because they're too lazy to follow up with another bank.
