HDFC Bank — imposing bouncing charges in lockdown period

Dear sir,
I request you to please take necessary action as hdfc bank imposed me bouncing charges in lockdown period despite of taking moratorium. My home loan emi presented in hdfc and in april 2020 i applied the moratorium in sbfc where my loan is running but 590 two times charges deducted my hdfc.
Please help me in this

HDFC Bank Customer Care's response Dear Customer,
In terms of Clearing guidelines, issued by RBI, the clear funds balance available in the account at the beginning of the day would be considered for the purpose of ECS(s) received in clearing. We note that in your said account, the clear funds balance at the time of presentation of the said ECS(s), was not sufficient to cover the ECS(s) received in clearing.
Therefore the ECS(s) was returned due to insufficient funds and the corresponding charges for ECS(s) dishonor were levied to your account. Kindly note that these charges attract GST as applicable.
We advise you to maintain sufficient clear funds balance in the account in the future, at the time of issuance of the ECS(s), to avoid the ECS(s) return charges being levied to your account.
Request you to take up the issue with the Bank from where the loan is processed for further assistance.

Firstly, i have applied for the moratorium of my home loan but still my ecs was hit and for the same issue has been raised to my lender, but in this scenario my query is why bouncing charges are levied by HDFC in my account even If the ECS was bounced during lockdown period. There should not be levied any charges during lockdown period.
