HDFC Bank — regarding unnecessary hold on my saving account

There is a moratorium as announced by rbi. I am a classic customer of hdfc bank. I hardly default to pay credit card outstanding. Till february 2020 there was no default on any credit card payment. But on 31st august when the moratorium got over, on 2nd september i received a call from hdfc bank customer care to pay rs 15000/- as an minimum amount due and immediately they blocked my card and put my saving account on hold. I was in a hospital for the surgery of my 87 years mother-in law when i rushed to atm for withdrawal i was shocked to saw that my account balance was showing -97000/- surgery was cancelled due to lack of money and now one lakh twenty one thousand has been held by hdfc bank and the customer care executive named ms. Archana is calling very rudely and giving her statement that she will not release my account. When i ask for reason then she says that i have to pay whole outstanding. This is totally harassment and disobedience of rbi instructions. I have also filed an application in the local branch but nothing is heared from the bank. Now i am lodging a complaint here and also writing to rbi for this. I have all recording intact with me as an evidence. I am very upset that my whole money was held by the bank and they are not releasing the amount.
