India Post — Delivery to dishonored person

I have a complained against postman of our area, i do not know his name but he is posted in village "TIBRI" near dhampur dist bijnor, pin 246761, i have complained that he do not come to deliver any object, he give it to other persons of my village, when he saw the person of my village comming nearby him. and said them to deliver me, that is the reason i got the object very lately or some times do not get that, recently he did not deliver my ATM card and return it back saying wrong adress, while a got my pan card three days back of same adress. he is very irresponsible, he is not doing any work. please do something right against him.
