India Post — International speed post delay

My family sent me some important documents using Indian postal services (India post International) from Bubaneswar to Montreal, Canada on 21th September 2016.Tracking no is EO[protected]IN. We were been told by Postal service department that it will take 10 business days to deliver. It's already two weeks now and the tracking says the package is still in India (Kolkata). I was in a tight time frame to get the documents. Now I am not even sure I will ever get the documents or not. Seems like there is no liability of India post.
