India Post — Non delivery of speed post e track no aq[protected] in

Sir, i had requested to sbi kakrola mod, vipin garden uttam nagar, new delhi for a atm card on 27 aug 16. As per bank atm has been issued and dispatch through speed post on 02 aug 16 vide e track no aq[protected] in. As per e track post has been delivered on 29 aug 16 by dk mohan garden post off pin-110059. However atm card has not been delivered till date to me. I had enquired twice from post off but they replied that letter has not received till date by them. I also enquired from sbi but they also denied. I am serving in army and my leave are going to finishes shortly. So i humbly request please help me for early deliver of atm to me, which is an emergent requirement for me.
