India Post — Non Delivery of Speed Post to PrimeMinister

I sent a letter to PrimeMinister on behalf of my Father through speed post on Jan 3 2017. My Speed Post has been not Delivered to the given address from PALAM TMO. It is not showing any details after Jan 5, 2017. It is struck up in PALAM TMO since January 5, 2017. Consignment Number is EK[protected]IN. It should reach South block before 11 Jan 2017 and it is very Urgent. My father should undergo by pass surgery on 17 January 2017. For this purpose the letter should reach priminister before 11 january 2017 to get financial aid. Kindly solve the problem as soon as possible. Thank you

I posted a speed post 7 days back from Delhi to manipal karnataka
It was wrongly sent to mathura and since then it's at some head office in narayna delhi.
Can't see any further updates .
