India Post — passport not giving to my address creating own rules... come and collect passport

Respected sir, i am suresh. My address kothapeta 5-25, thondangi mandalam east godavari andrea pradesh 533401. Post office vemavaram post man not properly. If any post comes we r going to post man for receiving post. He is not giving to address and also not giving to my brothers also and office working hour post man not available.
