India Post — Postal service not reached my postal address address at time

I am somvir rathi & i am serving in a central government. My postal address is somvir rathi s/o rattan singh, vill. Ghurkawas, p. O. Bikaner, district. Rewari, state haryana, pin code 123401. My documents not delivered at time. Because of carelessness of postman. Who is directly responsible for this area. Please take necessary action against postman. Because my documents are still missing but they are very important for me. Which was poton 29/05/17 & speed post no. Is ed[protected]in. My postpaid bill of bsnl & idea are also missing.
