India Post — postman is not doing his job properly

Hello sir,
I am narender kumar living in veena enclave nangloi, delhi 110041
Our area's postman is not delivering my books and some other items of my neighbours.
When asked he says that come and take from post office and he doesn't check any id card when giving items, means anyone by telling address of other person can take that item. Please help
