India Post — Rude postman - behaving in unmanned way

My name is rahul (Address - ka - 381, sector-12, pratap vihar
Ghaziabad, uttar pradesh 201009)

Today postman came he didn't delivered my letter my mother asked her to wait so that she can bring her specs so that she can sign... But he refused to wait and he said i will not come again... Come to post office to receive it... Seriously cheap postmaster dont know how to behave with females.

I was applying online addmition for ignou July 2016 and I have not received my books and admit card today was last date my readdmition fess summit but I have not able to readdmition becose not possible addmition without admit card who is responsible for my problem
