India Post — Speed post parcel not delivered yet after 15 days stuck at local post office said postman is on leave.

My SBI debit card toolkit is dispatched at 31/01/2017 by Speedpost no.EB[protected]IN and reached at Chinchwadgaon office at 03/02/2017 as per online status. But parcel still not received even after 12 days.
I Went to office 5 times they replied postman is on leave and only he can handover the parcel we cant.
Rude behavior by the officer said do whatever you want, register complaint if you want.
