India Post — voter id card

My name is Manjur Alam, the Delhi CEODEL has sent me my voter id card by Speer Post but i am not received my voter card at my house, The ED is (). where should i go to receive the voter card please inform me.
It was sent me to from Speed Post on 24/06/2017 From Indraspastha H. O., my contact no. and can help me please if your are know this process

Refusal of delivery. Instead asked to come to the post office and collect it myself. Sent article from Imphal to Delhi. An employee at the Burari Post Office, North Delhi informed me to collect it myself. I've attached the Tracking information below.

Package number EX[protected]IN has been returned back due to unclaimed at the address. Please send back again at the same address. Or provide me the solution how to collect the package. Please send the package again at the same address. Address located at pincode 110037. Or else tell the procedure how to collect the Package.
