They have cheated me and i haven't recived any recipet or vouchers

Few days ago a call from unknown saying aitel 4g tower installation for that we need iho card and said that we have to pay 16500 for iho i paid and they send me receipt voucher ...i dont know its fraud or not please help me if it is fraud than i will share thier all contact

I want to apply IHO card and I live in Assam so is there any sub branches of IHO in Assam or within north-east. If i apply IHO card how much money I have to pay?and what documents are needed?
