Indian Railways Catering & Tourism Corporation limited — Ticketing amount is not refunded even after ticket is not booked

Dear sir, On 12.06.2014 I was trying to book my ticket from New Delhi to Sealdah in train Sealdah premium (no 02260) in '3A' class. My date of journey was on 14.06.2014.But my transction failed and ticket is not booked(transation ID is [protected]. Booking is cancelled by I.R.C.T.C. Till now I have not received my ticketing amount.
