Indraprastha Gas Limited [IGL] — transfer/change of ownership from builder to flat owner

Dear sir/madam,
I am residing in rg residency, g 2103, sector 120 noida. This flat was handed over to me by the builder in march 2016. I had submitted the request for transfer of ownership from builder to me (Flat owner) in january 2018, and have submitted all relevant documents, and i am still waiting for the transfer of my png (Igl) connection. Without the transfer, gas ctivation will not happen. Please help.
Without the igl connection life has become very difficult for us.
