Sub: Billing not as per meter reading.

I have taken the above referred water connection on 30th Nov 1998 on completion of construction of my above referred residence. Later in 2005, we have to move out of Kochi due to transfer to other states like Haryana and Bangalore and now at Delhi. During this period the building was vacant for few years and then one room of the building was rented out for office purpose for a short period 2009-12. Later when they shifted, again the building was lying vacant for few months and then rented out to few bachelors up to Sept. 2015. These bachelors had vacated the house on 30th Sept, 2015. Surprisingly then I noticed that the water connection was disconnected and the meter was stolen. When I enquired at your office I was informed that a notice was also pending for remitting dues of Rs. Around 15, 000/- and a direction to replace the meter. (I don’t remember the exact amount). I had no other go but to accept your notice. I remitted the entire amount as demanded in your notice on 9-11-15 at your office counter. I also remitted the inspection fee for the new meter got the new meter inspected. I also remitted one more month dues amounting to Rs 772 vide receipt No: JC 00176596 dt 9/-11-2015. The meter was connected during the same week.
I am still staying at Delhi and my family consisting of my wife and 3-year-old twin kids are now at my hometown, Alleppey, along with my mother. We meet together only during every week end at the above address. There is a care taker for my house who stays very nearby. At my house we have installed a pump for pumping water from a well for our non-drinking purpose. We have fitted only one tap after the meter. We take water from this tap only for drinking purpose.
On last Saturday when we came to our house we saw the bill No: 18213223 dt 04-May 16 for an amount of Rs 1269/-. I was really shocked. The meter reading was written as 2, immediately I checked the meter, the reading was 2.39. I opened the tap and verified the meter, it was functioning properly. Another surprise I noticed was that my connection was not yet converted to domestic based on my request directly submitted to your office on 9th Nov, 2015.
Sir, you will appreciate my concern of remitting such a huge amount as water charges without consuming and that too after remitting about Rs 15000/- as arrears and replacing the meter with a new one as directed by you. I therefore request you that
1. My connection may be converted back to Domestic w.e.f. 1st Oct 2015.
2. My slab may be re-fixed to the lowest one keeping bi monthly water charges to minimum, less than 150 L
3. To issue a new bill applicable to Domestic connection with consumption less than 150 L bi monthly, replacing the above referred bill so as to enable me to remit the amount.
As I am now employed at Delhi for Prime Ministers program, I am unable to call on you at your office. Kindly consider my submission favorably.
